Every active user and whether they currently have push notifications enabled on at least one device. On = push notifications are enabled on at least one device; Off = push isn't enabled (they've never turned it on, turned it off, or reinstalled). This is separate from device registration — an Off user may still have a phone registered for login, shown as "device registered · notifications off". Each of a user's devices is listed with its type (e.g. iPhone · Safari, from the browser it enabled on — the portal doesn't ask people to name a device) and when the server last successfully delivered a push to it.
